Understanding LegCo in Hong Kong: A Brief Overview.
The Hong Kong Special Administrative Region's LegCo operates as a regional legislature with the power to create and amend laws for the territory. However, electoral processes for this council have experienced a notable absence in genuine political alternatives against a backdrop of sweeping systemic transformations in the last decade.
After the return to Chinese administration, a model of a dual-system arrangement was established, pledging that Hong Kong would maintain a level of autonomy. Gradually, analysts argue that these freedoms have been increasingly eroded.
Major Developments and Changes
Back in 2014, a bill was introduced that was designed to allow residents to vote for the Chief Executive. Importantly, the selection was confined to nominees pre-approved by central authorities.
The year 2019 experienced extensive unrest, including an event where residents entered the government building to demonstrate against a proposed legal amendment.
The Effect of the NSL
Passed in 2020, the NSL provided unprecedented powers to Beijing over Hong Kong's internal matters. Acts such as secession were made illegal. Following this law, the primary political group disbanded.
The Present Electoral System
The council polls are regarded as Hong Kong's key electoral process. However, laws enacted in the past few years now guarantee that only individuals deemed pro-establishment are eligible to contest seats.
- Membership Structure: Currently, only 20 out of 90 seats are directly elected.
- Other Positions: The rest are selected by a pro-establishment committee.
- New Rules: Newly suggested rules would compel legislators to unequivocally back the mainland's oversight.
Public Response
Given other avenues for dissent now criminalized, abstaining from voting has been seen as one of the few peaceful ways for residents to register discontent. Consequently historically low participation rates in subsequent LegCo elections.
