Ukrainian President Volodymyr Zelensky Declares He Lacks Clear Defense Guarantee from European Partners

President Zelensky has stated that European allies have failed to provide concrete pledges that they will defend Ukraine in the event of a fresh offensive by Russia.

"I continue to pose this critical question to all our partners and I have not received a clear, unambiguous answer yet," he stated to the press on Wednesday.

These remarks follow a day after Britain and France inked a statement of purpose on stationing forces in Ukraine should a ceasefire agreement to conclude the conflict with Moscow is agreed.

However, full security guarantees have not been agreed. The US, which has been leading efforts to end the invasion, reportedly did not sign such a commitment at talks in Paris on the previous day.

Details of the Paris Talks

Following the negotiations in Paris, which included some three dozen nations that comprise the so-called Coalition of the Willing, British PM Keir Starmer said the two nations would "establish military hubs across Ukraine" to deter future invasion, while French President Emmanuel Macron subsequently indicated thousands of troops may be deployed.

Allies proposed that the United States would take the lead in monitoring a truce. But the key issue of territorial concessions that Ukraine is being pressured to offer to Russia as a component of the settlement terms are still being discussed.

Moscow has thus far remained silent on the announcement made in the city of Paris.

President Putin initiated a full-scale invasion of Ukraine in the early months of 2022, and Russian forces now occupies about one-fifth of Ukraine's land.

Zelensky's Shifting Tone

Sir Keir described the joint statement as "an essential component of our dedication to stand with Ukraine for the foreseeable future".

He continued: "It paves the way for the legal framework under which allied military personnel could operate on Ukraine's territory, securing Ukraine's skies and seas, and regenerating Ukraine's military for the future."

Zelensky hailed that accord as a "significant leap of progress".

A day later, however, he seemed more cautious.

"I perceive the determination, the political will, and that the partners are ready, and the partners are ready to give us robust economic measures, strong security guarantees," he said when questioned if European countries would defend Ukraine.

"However, until we don't have such security guarantees - formally ratified, supported by parliaments, supported by the United States Congress - this question cannot be answered. And should they materialize, you must ultimately depend first and foremost on your own strength."

Persistent Challenges and Fighting

Negotiations in Paris were also notable due to the presence of US President Donald Trump's peace envoys, Jared Kushner and Steve Witkoff.

One envoy stated the participating countries "mostly completed" their work on finalizing security arrangements.

Recently, Zelensky said a settlement was "ninety percent complete".

Questions of land and security guarantees have been at the center of outstanding matters for negotiators.

Putin has repeatedly warned that Ukrainian troops must pull back from all of Ukraine's eastern Donbas or Russia will seize it, dismissing potential concessions over how to conclude hostilities.

Zelensky has so far ruled out relinquishing any land, but has proposed that Ukraine could withdraw its troops to an agreed point - but only if Russia reciprocated the action.

Russian forces now holds about three-quarters of the Donetsk region, and some 99% of the adjacent Luhansk region. The two regions form the industrial Donbas region.

It has been intensifying attacks against cities in Ukraine - particularly targeting power facilities. Russia has also made slow progress in seizing additional Ukrainian land.

Ukraine has hit back at Russian targets with drones, though with more limited success.
